School of Management and Institute of Pharmaceutical Regulatory Science of Shandong University Deepen Strategic Cooperation to Empower High-Quality Development of Regulatory Science Through Interdisciplinary Collaboration

On the afternoon of March 10, the School of Management and the Institute of Pharmaceutical Regulatory Science of Shandong University held a cooperation promotion meeting. The two sides held in-depth discussions on key topics including the construction and operation of the NMPA (National Medical Products Administration) Regulatory Science Innovation Research Base, the implementation of the joint construction mechanism, and the application for postgraduate professional degree programs. Zang Hengchang, Executive Dean of the Institute of Pharmaceutical Regulatory Science and Director of the Base, Ding Ronggui, Dean of the School of Management, and Yu Guodong, Assistant Dean, attended the meeting.


Ding Ronggui pointed out that against the backdrop of the development of new quality productive forces and the biomedical industry becoming a national strategic priority, the cooperation between the two schools should focus on industrial pain points and national needs. Centering on the core principles of joint platform construction, collaborative talent cultivation, resource sharing, and achievement distribution, the cooperation aims to achieve a full-chain breakthrough from disciplinary integration to achievement implementation. Zang Hengchang introduced the latest progress in the construction of the NMPA Regulatory Science Innovation Research Base (hereinafter referred to as the Base) and the entity operation goal of the Institute of Pharmaceutical Regulatory Science in its 3.0 stage. He expressed the expectation that the meeting would serve as an opportunity to translate consensus on cooperation into concrete actions, and jointly build a disciplinary system of pharmaceutical regulatory science with characteristics of Shandong University.


Based on the construction and long-term development of the Base, the two sides fully discussed and reached multiple core cooperation consensuses, clarifying three key promotion directions. In terms of joint platform construction and mechanism innovation, it was decided to jointly establish two core platforms: Shandong University National Drug Regulatory Governance Evaluation Center and Pharmaceutical Advanced Manufacturing and Regulatory Science Research and Evaluation Center. A performance assessment and distribution mechanism about co-investment and sharing of funds and dual attribution of achievements will be implemented to break disciplinary boundaries and build a value co-creation cooperation model. In terms of talent training system construction, the two sides finalized an integrated undergraduate-master-doctoral pathway for cultivating interdisciplinary talents. Relying on the universitys interdisciplinary academic committee, a dual-supervisor system will be adopted, and a pilot system for applying academic degrees based on practical achievements will be launched to cultivate pharmacy and management interdisciplinary talents for pharmaceutical enterprises and regulatory agencies. In terms of resource integration and industry-education integration, the two sides will jointly build a national pharmaceutical regulatory training base to carry out special training for regulatory personnel, pharmaceutical enterprise internal quality auditors and other professionals. They will also deepen cooperation with industrial platforms such as Zibo Biomedical Research Institute, establish off-campus practice bases, and promote the industrialization of research achievements.


Professor Lin Guimei from the School of Pharmaceutical Sciences and other key members of the Base, Xin Jie, Director of the MBA Healthcare Specialization Program of the School of Management, and relevant persons in charge of the Digital Intelligence Support and New Management Experimental Center attended the meeting.
