Professor Wang Degang Gave a Speech in the Symposium on the 10th Anniversary of the Implementation of the Tourism Law

On the afternoon of November 27th, the National People’s Congress (CNNPC) held a symposium on the 10th anniversary of the implementation of the Tourism Law of the People’s Republic of China (hereinafter referred to as the Tourism Law) and Zhang Qingwei, Vice Chairman of the Standing Committee of the CNNPC, attended the symposium and delivered a speech. Zhong Shan, Director of the CNNPC Finance and Economics Committee, presided over the symposium, and Sun Yeli, Vice Minister of the Propaganda Department of the CPC Central Committee and Secretary of the Party Leadership Group of the Ministry of Culture and Tourism of the PRC, introduced the implementation of the Tourism Law by the Ministry. Representatives of the Department of Culture and Tourism of all provinces, municipalities, and autonomous regions attended the symposium. Professor Wang Degang, Dean of Shandong University Tourism Industry Academy and Member of the Party Branch for Faculty of the Department of Culture and Tourism of the School of Management, Shandong University, was invited to make a keynote speech.



Professor Wang pointed out that the Tourism Law has a milestone significance in the history of China’s tourism development, strongly regulates the order of the tourism market, protects the rights and interests of tourists and tour operators, and promotes the sustained prosperity of the tourism industry. It stipulates that “places of excursion constructed with public resources shall embody the nature of public welfare”, has played a very significant role in promoting the protection of the people’s equal enjoyment of tourism resources, improving their sense of well-being, accessibility, and security.


At the same time, he said that the tourism industry has undergone tremendous changes in the decade, and has put forward higher requirements for the tourism market, which he hopes will be paid attention to in the future amendment of the Tourism Law. First, on tourism promotion. As tourism has increasingly become a basic way of life for the people and an important driving force of economic development, there is a need to further enhance the status of tourism and protect the rights of tourists. Second, on tourism land. As a core production factor for tourism development, the land is indispensable to tourism development, but there is no “tourism land” category in the Land Use Standards, which restricts the construction of tourism projects. Third, on study tours. Study tours are related to the growth and personal safety of primary and secondary school students, but the current regulations are not clear enough.
