From November 11th to 12th, the International Symposium on Emergency Management 2023 (ISEM 23) was jointly hosted by the Emergency Management Committee of the Chinese Society of Optimization, Overall Planning and Economic Mathematics, the University of Chinese Academy of Sciences, the Institutes of Science and Development of Chinese Academy of Sciences, and China University of Geosciences (Wuhan), and co-organized by the multiple departments of China University of Geosciences (Wuhan), including the School of Economics and Management, the School of Public Administration, the Faculty of Engineering, the Institute of Science and Technology Development, and the Laboratory for Natural Disaster Risk Prevention and Emergency Management.
With the theme of “Modernization of Emergency Management Systems and Capabilities”, the symposium discussed the future development of emergency management in China. Over 300 experts and scholars from more than ten countries, including the United States, the United Kingdom, Japan, etc., participated in the symposium. The team of the NSFC Key Program titled “Research on Emergency Response and Collaborative Decision-making Mechanism of Major Emergencies under the Perspective of All-time Domain”, led by Professor Meng Qingchun from the School of Management of Shandong University, attended the symposium, and Professor Yu Guodong delivered the keynote report on behalf of the team.
During the opening ceremony, Professor Yu presented a report titled “Intelligent Emergency Response - Collaborative Decision-making and Key Issues of Major Emergencies under the Perspective of All-time Domain.” The report focused on emergency responses in the era of Artificial Intelligence, outlined the holistic features of the new emergency response decision-making model, analyzed the overall framework and collaborative mechanisms of all-time domain emergency response systems, and introduced the research ideas and overall structure of the key program. He also highlighted the latest research results of the team in data-driven emergency material reserves and allocation, and emergency rescue network integration planning supported by 5G+ IoT.
The International Symposium on Emergency Management (ISEM) is one of the earliest, longest-running, and most influential international meetings in the field of emergency management in China. Since 2006, it has been successfully held eighteen times at the University of Chinese Academy of Sciences, University of Electronic Science and Technology of China, Dalian Maritime University, Harbin Institute of Technology (Shenzhen), Fuzhou University, Central University of Finance and Economics, Dongbei University of Finance and Economics, Beijing Jiaotong University, South-Central Minzu University, Xi’an Jiaotong University, etc. The ISEM 22 was successfully hosted by the School in 2022.
Under the leadership of Professor Meng, the Team collaborated with the Chinese Academy of Sciences and other organizations, focusing on the challenges in emergency management decision-making in the new era. Since the Program’s inception, extensive research has been conducted in various aspects such as emergency decision-making mechanisms, risk assessment methods, emergency network planning, material reserves, the evacuation and treatment of injured individuals, and the dispatch of diverse social forces. The team has published over ten high-quality papers in top journals like MSOM, Risk Analysis, EJOR, and IISE Transactions, filed three invention patents, registered two software copyrights, published one monograph in Springer Nature, participated in the editing of one program meets Association Standards, and received six awards. The team has been invited to present reports at the meeting of the China Management Science Society (CMSS), the Network Science Branch Annual Meeting of the Chinese Society of Optimization, Overall Planning and Economic Mathematics, and the Intelligent Decision-making and Game Branch Annual Meeting of the Chinese Society.
